Das Abgeordnetenhaus macht die Landesgesetze und beschließt den Haushalt; der Senat setzt den landesweiten Rahmen, Programme, Standards und die gesamtstädtische Steuerung. Die BVV legt die politischen Grundlinien im Bezirk fest, beschließt den Bezirkshaushalt und wichtige Planungsinstrumente; das Bezirksamt setzt im Bezirk um. Wichtig dabei: Die Bezirke sind in Berlin Selbstverwaltungseinheiten ohne eigene Rechtspersönlichkeit und unterliegen der Bezirksaufsicht.
Berlins Einwohner haben deutlich geringere CO₂-Emission pro Kopf: 2021 – unter 4 t CO₂-Ausstoß.
